Use of 'by' inconsistently localized

This template seems to be intended to reference Template:By between image titles and authors. However, this doesn't seem to reliably happen, such as when I set the page language to Esperanto (eo). I've checked, and Template:By has a value set for eo, and the text behaves fine when I set the page language to German.

If this is not the correct place to raise this issue, please let me know and I will bring it up elsewhere.

The "by" is not translated

Update: Never mind. I fixed the problem. It was the template I18n/by that was being used and it missed the translation.

This template appears to be using the By template in its code to translate the word "by". But it does not work for Persian/Farsi (fa). It seems that the translation for "by" for Persian (fa) in in place in the By template but it does not work here.

1. Please go to this file
2. Set the wikimedia interface language to Persian (Farsi/فارسی) from the page top bar
3. Reload the page
4. In the info table of the file, look at the author (پدیدآور) row
5. The word "by" has not been translated to Persian
